In considering the organization and operation of the Global Health Law
Consortium, we have sought to lay out a governing structure to facilitate a collaborative working environment.
We believe that the Global Health Law Consortium should be governed through a participatory working environment and majority voting structure, engaging all members while simultaneously streamlining activities and decisions for maximum efficiency. To that end, we developed the following statement on our governance structure:
The Global Health Law Consortium delineates governance responsibilities to:
- The Full Membership, who are responsible by a majority vote of active members for electing the Global Health Law Consortium Chair, confirming membership, approving new Working Groups, and approving changes to the Consortium’s governance structure. Votes of the full active membership shall be taken at Consortium meetings, with the possibility of delegating votes or voting by email in advance of the meeting.
- The Global Health Law Consortium Chair, who holds the position for a one-year term, with the authority to organize meetings of the Full Membership, evaluate membership eligibility, propose the creation and dissolution of Working Groups, and lead the Consortium’s external representations. If the Chair is temporarily unavailable, the Full Membership shall select an interim Chair until the Chair is available again.
- Working Groups, established for a set period of time to deliver on a specific project that advances the mission of the Global Health Law Consortium. Each Working Group will have a Chair, who is responsible for delivering on the Working Group mandate, organizing Working Group meetings, engaging Working Group members in a fair and participatory manner, and reporting back to the Full Membership. While the Working Group Chair should be a member of the Global Health Law Consortium, the Working Group may include any relevant and qualified individuals, including graduate students, post-doctoral fellows, and other qualified nonmembers.
Meetings are the principal forum for all Global Health Law Consortium discussions. With periodic meetings of the Full Membership called by the Chair, it is expected that a meeting agenda will be sent to members in advance of the meeting. These meetings take place virtually, but where funding is available, in-person meetings can take place on specific topics.
